An explanation may have been provided, inadvertently, in the first article:

"I think everybody feels we're under pressure to get something done here," Rep. Dan Frankel, D-Squirrel Hill, said yesterday.

UPDATE: The Trib subbed a 'reprieve' story for its original 'mayor's plan valid' story. There wasn't much to the first story beyond the headline.
