If the asphalt was InsolvenCity's, you needn't worry about it.
Probably just a fan. That's the nicest piece of asphalt within the city limits.
i'm sure there's a parable out there regarding a lack of adequate drainage and biosolids rolling downhill, but damned if I cant think of it at the moment.
That curb should hold things for a while.
